If you are looking at electric scooters in Chandigarh, Mohali, or Panchkula and your budget is under Rs 40,000, the first thing to know is this: the entry-commuter class of licence-free scooters typically runs a price band of around Rs 35,000–45,000, and a credible, CMVR-compliant model from a brand with a real service network generally sits in the upper part of that band — roughly Rs 40,000 and above. A genuine, brand-backed electric scooter priced well below that is, at the time of writing, essentially not available in this market. What you may find lower down are either very small toy-grade machines, unverified imports, or deals that do not hold up on closer inspection. It is worth understanding why that gap matters before you spend your money.
What the low-speed category actually is
Before comparing prices, it helps to understand the classification. Under the Central Motor Vehicles Rules (CMVR), a scooter that has a top speed of 25 km/h or less and a continuous rated motor of 250W or less is exempt from RTO registration, road tax, and a driving licence. Both conditions must be met — speed alone is not enough. If a scooter is capped at 25 km/h but carries a motor rated above 250W, it is still a registrable motor vehicle. This is one of the most commonly misrepresented points in the market, so it is worth checking carefully with your local RTO before assuming exemption.
The practical effect of this exemption is that a qualifying low-speed scooter costs only its sticker price. There is no registration or green number plate (a modest one-time saving), and no mandatory insurance — which would run roughly Rs 1,500 to Rs 3,000 a year. (Road tax is Rs 0 on a Tricity electric two-wheeler even when registered, so it is not a low-speed-only saving.) You can ride it the day you buy it, from age 16. That saved cost is a legitimate part of the value calculation — but it does not manufacture Rs 5,000 or Rs 10,000 out of thin air.
Where prices actually start
Licence-free scooters fall into a few spec classes. The one relevant to a tight budget is the entry commuter, with the everyday step-through the next step up:
- Entry commuter — typical price band Rs 35,000–45,000, around 60–70 km real range, a compact step-through on lead-acid or entry lithium. Examples across brands: Komaki X-One, Kinetic Green Zing, Zelio Little Gracy.
- Everyday step-through — typical price band Rs 45,000–60,000, around 70–85 km on lithium, with fuller moped ergonomics. Examples across brands: Hero Electric Flash LX, Deltic Costa, Zelio Gracy i.
These are indicative bands, not exact ex-showroom figures — they vary by battery variant (lead-acid vs lithium), by state, and over time, and not every model is stocked at every dealer. The brands are named only as examples of each class. Confirm current pricing, the real range, and the ≤250W motor rating locally before deciding.
The practical takeaway: credible entry-commuter scooters cluster in the upper half of that first band, around Rs 40,000 and up. If a seller is quoting you a figure in the Rs 30,000 to Rs 38,000 range for what they describe as a legitimate electric scooter from a known brand, ask for the invoice and the spec sheet — the numbers, and the CMVR compliance, may not hold up.
What you are actually trading off at the bottom of the market
Even at Rs 45,000 to Rs 50,000, you are buying an entry-level product. Understanding the trade-offs honestly is more useful than a spec comparison.
Battery: lead-acid versus lithium-ion
The cheapest variants in this class — including the Little Gracy at its entry price — typically use lead-acid or gel batteries. This is where much of the cost saving comes from, and it is where the trade-offs concentrate.
- Lead-acid batteries are heavier, which reduces effective range and makes the scooter harder to manoeuvre
- Charge time on lead-acid runs to roughly 7 to 12 hours; lithium-ion charges in 4 to 5 hours
- Lead-acid batteries have a shorter usable life and degrade more quickly with regular deep discharge
- Replacement cost, when the battery eventually fails, can amount to a significant fraction of the original scooter price
For daily distances above roughly 60 km, the data guidance is direct: choose lithium-ion over lead-acid. If your use is genuinely light — a 15 to 20 km round trip to a college or market, mostly in Sector 17 to Sector 43 territory or across the Panchkula sectors — a lead-acid machine can work. If your commute is longer, buying the cheaper variant now and replacing the battery in two years is not actually cheaper.
Range: rated versus real
The Little Gracy is rated at roughly 60 km on a full charge. In Tricity conditions — which include Chandigarh’s sector grid and the longer Mohali-Chandigarh-Panchkula corridors — that figure is achievable under ideal conditions: flat roads, a single rider of moderate weight, moderate speed, and a battery in good health. In practice, range drops with load, gradients on the Panchkula side, and battery age. Budget for 20 to 25 per cent less than the rated figure as the battery ages.
Build and service
A lower price generally means lighter-gauge steel, simpler suspension, and fewer features. This is not necessarily a problem for light city use, but it does mean the scooter is more sensitive to rough roads and harder use. For the Tricity context, Chandigarh’s sector roads are generally fine; certain stretches in Mohali and the older sectors of Panchkula can be harder on basic suspension.
Service network matters more for low-speed scooters than many buyers realise, because these scooters do not have mandatory insurance pushing dealers to stay accountable. With over 350 authorised service centres across India, Zelio has reasonable coverage, but you should confirm that a service point is accessible in or near your specific area — whether that is Mohali Phase 7, Zirakpur, or Panchkula Sector 20 — before buying. A cheap scooter with no nearby service point becomes expensive quickly.
The running cost: where the genuine saving is
Regardless of the upfront price, the running cost of a low-speed electric scooter is genuinely low. Based on the JERC tariff order (effective 1 November 2025), Chandigarh’s domestic electricity rate runs from roughly Rs 2.75 per unit at the lowest slab to around Rs 5.40 per unit at higher consumption. Mohali (PSPCL, Punjab) and Panchkula (Haryana, UHBVN) are broadly similar at around Rs 5.40 per unit for typical domestic consumption.
Using roughly Rs 5 per unit as an honest all-in basis — accounting for fixed charges and electricity duty, not just the lowest slab — a full charge on a 60-km-range scooter uses approximately 2 units and costs roughly Rs 10. That works out to about Rs 0.17 per kilometre. Petrol for the same distance would cost Rs 150 to Rs 200.
Over a year of 20 km daily commuting, that difference compounds meaningfully. This is the real case for an electric scooter in this class — not the sticker price, which is higher than many expect, but the fuel saving that accumulates every month.
A note on subsidies: they do not apply here
PM E-DRIVE, the current central government scheme that replaced FAME-II, offers an incentive of up to Rs 5,000 on registered high-speed electric two-wheelers with lithium-ion batteries priced up to Rs 1.5 lakh ex-factory, with a deadline of 31 July 2026 (subject to fund availability). Per the PM E-DRIVE portal, low-speed scooters that are CMVR-exempt — that is, the entire category discussed in this article — do not qualify for this subsidy. They are unregistered vehicles. Do not let a seller count this as a discount on an entry-level low-speed scooter.
The value proposition for low-speed scooters is avoided cost — no registration, no road tax, no licence, no mandatory insurance, ride today — not subsidy. These are different things, and conflating them leads to bad purchasing decisions.
When cheap is false economy in the Tricity context
A Rs 32,000 or Rs 35,000 scooter from an unknown brand with no local service point, a lead-acid battery with no stated capacity or warranty, and no traceable compliance with CMVR motor and speed criteria is not a bargain. It is a liability. Here is why this matters locally:
- If the scooter does not genuinely meet both the 25 km/h and 250W thresholds, you are operating an unregistered motor vehicle without insurance — a compliance problem that enforcement in the Tricity, which spans three jurisdictions (UT Chandigarh, Punjab, Haryana), can resolve differently on any given day
- Battery replacement on unknown brands is often impossible or disproportionately expensive
- Resale value is effectively zero
- A breakdown in Mohali Industrial Area or on the Panchkula Kalka road without a service centre nearby is a practical problem with a financial cost
A credible entry-commuter scooter in the Rs 40,000–45,000 range is not glamorous, but it comes from a brand with a verifiable service network, a stated warranty (typically around 2 years on motor, controller, and frame on select models), and a clear spec sheet you can cross-check with the CMVR exemption criteria.
What to actually do if your budget is under Rs 40,000
Be honest with yourself about what that budget can realistically deliver.
- If you genuinely cannot stretch to Rs 45,000 to Rs 50,000, consider whether a used low-speed scooter from a verifiable brand with service history makes more sense than a new unknown-brand machine. Used pricing is something to research locally — it is not something this article can verify.
- If you can stretch a little, the gap between Rs 40,000 and Rs 46,000 is smaller in monthly terms than it appears. On a household budget where you are already saving roughly Rs 1,500 to Rs 3,000 a year in avoided insurance and cutting petrol expenses, the difference narrows further.
- If you are evaluating a specific sub-Rs 40,000 offer, ask for the motor wattage on the spec sheet, confirm the top speed is 25 km/h or below, and check whether the brand has an authorised service point within a reasonable distance of your home. Then confirm the CMVR exemption criteria with your local RTO before buying.
The Rs 40,000 number feels like a threshold, but it is a marketing artefact rather than a meaningful product boundary. The meaningful boundaries are: verifiable CMVR compliance, a real service network, a battery choice that matches your actual usage, and a brand whose warranty you can actually enforce.
