How to choose your first electric scooter — a simple Tricity guide

How to choose your first electric scooter — a simple Tricity guide

Thinking about your first electric scooter? Plenty of people in Chandigarh, Mohali or Panchkula who ride 20–40 km a day — students, homemakers, delivery workers — ask the same thing: “Which one should I get, what will it cost, and can I really ride it without a licence?” This guide answers exactly those questions — without praising any single brand.


First, understand what a “no-licence scooter” actually means

There are two kinds of electric scooter on the market:

  • Low-speed scooter — top speed up to 25 km/h, motor 250W or less. These need no licence, no RTO registration, no road tax.
  • High-speed scooter — the ones that do 45–80+ km/h. These attract a driving licence, registration, road tax — the lot.

Under the Central Motor Vehicles Rules (CMVR), the low-speed exemption applies only when both conditions are met together — speed of 25 km/h or less and a motor of 250W or less. Low speed alone is not enough. Some scooters are capped at 25 km/h but carry a 350W or 500W motor — that is technically a registrable vehicle. This is the point where many buyers get caught out.

Important for the Tricity: Chandigarh is a Union Territory, Mohali is in Punjab, Panchkula in Haryana. The CMVR rules are identical in all three, but ground-level enforcement can differ slightly. So before you buy, confirm once with your local RTO.


The real benefit of a low-speed scooter: the money you don’t spend

Low-speed scooters do not get a government subsidy like PM E-DRIVE — that is only for registered, high-speed electric two-wheelers. But the low-speed advantage comes from the other direction — the costs you simply never pay:

*Under CMVR, insurance is not legally mandatory for low-speed exempt scooters, though some read the MV Act differently. Confirm with your local RTO. Taking voluntary insurance is sensible.

You skip mandatory insurance — roughly ₹1,500–3,000 a year — plus a modest one-time registration and green-plate cost — and you can ride the scooter the day you bring it home, with no paperwork. (Road tax is ₹0 on a Tricity electric two-wheeler even when registered, so it isn’t a low-speed-only saving.)


Home charging — what will it cost?

This is usually a Tricity buyer’s very first question.

Per the JERC tariff order (effective 1 November 2025), Chandigarh’s domestic electricity rate is tiered — around ₹2.75/unit at the lowest slab, around ₹4.80/unit in the middle slab, and up to ₹5.40/unit higher up. In Mohali, PSPCL’s rate is around ₹5.40/unit for the first 300 units, and Panchkula (Haryana, UHBVN) sits in the same range.

The running-cost maths:

A low-speed electric scooter takes about 2 units of electricity for a full charge. At a realistic ₹5/unit average:

One full charge ≈ ₹10 At a 60 km range ≈ ₹0.17 per kilometre

The same distance on a petrol scooter burns ₹150–200 of petrol.

If you ride 30 km a day, that’s roughly ₹150–180 a month in electricity — where petrol was probably costing you ₹1,500–2,000.

For Chandigarh residents: if your household uses little power and you’re on the lowest slab, charging costs even less. But for an honest calculation, take the ₹5/unit average — it’s slightly conservative but reliable.


Battery: lead-acid or lithium?

This is the most important decision, and one many buyers skip.

Lead-acid / gel battery

  • Cheaper — lower upfront cost
  • Heavy — adds to the scooter’s weight
  • Takes 7–12 hours to charge
  • Lower range — generally around 60 km
  • Shorter life, may need replacing sooner

Lithium-ion battery

  • Costlier — roughly ₹10,000–15,000 more upfront
  • Lighter — easier to ride
  • Charges in just 4–5 hours
  • Better range — up to 80–120 km
  • Longer life, cheaper in the long run

Who needs what:

  • If you ride no more than 15–20 km a day and have time to charge overnight → lead-acid is fine
  • If you ride 40–60 km a day or more, or charging time is short → go lithium; the money is recovered over the long term

Which class to choose by daily distance

The low-speed market has several brands and models. We’re not recommending any one model — but understanding the class matters. Shop by class and spec; the brands named are only examples of each class.

If you ride 15–20 km a day — say college or the market

  • An entry-level lead-acid scooter is enough
  • A 60 km-range model is more than you need
  • This is the entry-commuter class (~60–70 km, ₹35,000–45,000) — light, low seat height, good for new riders. Examples across brands: Komaki X-One, Kinetic Green Zing, Zelio Little Gracy

If you ride 30–45 km a day — say office or delivery

  • Choose a lithium-battery model
  • A 70–85 km range will be comfortable
  • This is the everyday step-through class (₹45,000–60,000), the all-round daily commuter. Examples across brands: Hero Electric Flash LX, Deltic Costa, Zelio Gracy i

If you ride 50+ km a day — delivery worker, shopkeeper, or many round trips

  • Look at the long-range / work class — 90–110 km real range, often a removable battery
  • Typical price band ₹60,000–95,000. Examples across brands: Deltic Legion, Komaki XGT VP, Zelio Logix

Note: the price bands above are indicative, not exact ex-showroom figures — they vary by lead-acid vs lithium variant and by your state (Chandigarh/Mohali/Panchkula). Confirm the exact ex-showroom price, the real range and the ≤250W motor rating at the showroom.


Is buying on EMI sensible?

That’s a personal call, but keep a few things in mind:

  • A low-speed scooter’s on-road cost = the showroom price (no registration, no road tax)
  • Running cost is very low — ₹0.17/km — so even while paying EMIs you’ll see a monthly saving
  • If you’re spending ₹1,500–2,000 a month on petrol now, a good scooter’s EMI can be the same or less

What to ask when buying in the Tricity

  1. What is the exact motor wattage? — it should be 250W, not more
  2. What is the top speed? — it must not exceed 25 km/h (to stay exempt)
  3. Is the battery lead-acid or lithium? — and what is its warranty?
  4. Does the charger run on a home socket (5A/15A)? — most low-speed scooters charge from a normal domestic socket
  5. Where is the nearest service centre? — how many authorised centres are there in the Tricity?

One thing that often gets missed

Some dealers sell “no-licence scooters” that actually have a motor above 250W. The speed is 25 km/h, but the motor is more powerful — such scooters can technically fall within the registration net. CMVR requires both conditions together. So get the motor wattage in writing from the dealer, and if in doubt, confirm with your local RTO.


In short

  • No licence, no RTO, no road tax — only on scooters that are genuinely 250W/25 km/h
  • Running cost ≈ ₹0.17/km — a tenth of petrol
  • A full charge ≈ ₹10, on a normal home socket
  • For 40+ km a day choose a lithium battery; for shorter distances lead-acid works too
  • PM E-DRIVE subsidy does not apply to low-speed scooters — it is only for registered high-speed vehicles
  • Always confirm the motor wattage with the dealer, and ask your local RTO if needed
