Riding a low-speed e-scooter safely in the Tricity monsoon

Chandigarh’s monsoon arrives reliably in late June and lasts through September. For anyone riding a low-speed electric scooter in the Tricity — whether on the wide sectors of Chandigarh, the mixed roads of Mohali, or Panchkula’s hillier stretches — the season brings four practical concerns: wet roads, water ingress into the scooter, safe charging during heavy rain, and battery care through months of humidity. This article works through each of them honestly.


Understanding your scooter’s limits before the rains begin

Low-speed electric scooters — models like the Zelio Gracy, EEVA, X-Men+ and Logix — share a common technical profile under the Central Motor Vehicles Rules (CMVR): a motor rated at 250 W or less and a top speed of 25 km/h or less. Because both conditions are met, they are exempt from RTO registration, road tax, and a driving licence requirement. That cap of 25 km/h is also, incidentally, a natural safety governor in wet conditions. You are not travelling fast enough to hydroplane in the way a motorcycle at 60–80 km/h can.

What low-speed scooters are not, however, is waterproof. The IP (Ingress Protection) rating of any specific model should be confirmed with the dealer before the rains. If the dealer cannot provide a documented IP rating, treat the scooter as splash-resistant at best, not submersible. This matters for how you ride, where you park, and how you charge.


Wet-road riding in the Tricity — what is actually different here

The road surface problem

Chandigarh’s sector roads are well-maintained, but the first twenty minutes of any heavy rain are the most treacherous on any sealed surface anywhere. A thin film of oil and dust floats on the water before it washes away. On the roundabouts at Tribune Chowk, the Madhya Marg–Himalaya Marg intersection, or the sloped entry ramps into basement parkings in Mohali’s IT city, this film reduces grip sharply.

At 25 km/h the stopping distance is short, but low-speed scooters typically have drum brakes rather than disc brakes. Drum brakes lose effectiveness when the drum fills with water. After riding through a puddle or flooded stretch, apply the brakes gently two or three times before you need to stop in earnest. This dries the drums partially and restores feel.

Specific Tricity hazards in the monsoon

  • Panchkula sectors and the Ghaggar floodplain: Roads near Sector 20–25 in Panchkula and the low-lying stretches approaching the Ghaggar can flood quickly after sustained rain. A low-speed scooter’s motor is hub-mounted in the rear wheel and sits relatively close to road level. Do not attempt to ride through water that reaches the hub. Even if the motor survives the water, the wheel bearing and brake drum will suffer.

  • Mohali’s Phase 7–11 and airport road underpasses: Several underpasses on the Mohali side collect standing water within an hour of heavy rain. The depth is deceptive because the road camber hides it. If you cannot see the road surface, do not enter.

  • Chandigarh’s subgrade crossings and the Industrial Area, Phase 1 and 2: The older drainage infrastructure in the Industrial Area means surface water sits longer. The sector road network drains faster.

  • Sukhna Lake Road and the approach to Sector 1: These stretches have leaf debris and clay wash during the rains. Clay on tarmac is more slippery than standing water.

Practical riding adjustments

  • Reduce speed on any wet surface even though 25 km/h is already the ceiling. Approaching a turn or a zebra crossing at 15 km/h rather than 25 km/h meaningfully changes your ability to correct a skid.
  • Keep both hands on the handlebar. Avoid carrying open umbrellas or bags over the handlebar in crosswinds.
  • Leave a larger gap behind autos and buses. They throw significant spray.
  • Avoid riding in the first ten minutes of a heavy downpour if you can. Pull under a covered area and wait. The road surface is most dangerous in those first minutes.
  • Wear a raincoat rather than a poncho. A poncho can catch in the rear wheel on a low-step-through scooter. This is a real risk on gearless scooters with an open frame.

Water ingress and the electrical system

The electrical components on a low-speed scooter — the controller, battery terminals, wiring loom, and charging port — are the parts most vulnerable to water damage. Water ingress into the controller is the most common cause of post-monsoon failures reported across the segment.

Precautions before and during the rains

  • Inspect the rubber grommets and seals around the battery compartment, the charging port, and the wiring entry points before June. If rubber is cracked or hardened, ask your service centre to replace it. This is inexpensive work and prevents expensive controller repairs.
  • The charging port cap — the rubber or plastic cover over the charging socket — must be seated properly every time you are not actively charging. In the rains, check it each morning.
  • If your scooter has been ridden through significant water, wipe down all accessible electrical connections before parking it under cover. Do not cover it immediately with a plastic sheet if the motor or battery housing is warm — moisture can trap under the cover.
  • Avoid pressure-washing the scooter. Normal cleaning with a damp cloth is sufficient. High-pressure water will push water into seals that ordinary rain does not reach.

Charging safely during the monsoon

This is where the risk to people, not just the scooter, is real.

The basic rule

Do not charge the scooter in a location where rainwater can reach the charging socket, the charger brick, or the wall socket. This sounds obvious, but in Tricity homes with open-plan ground-floor parking or roadside parking, the charger cable often runs to a socket that is exposed to wind-driven rain.

Specific guidance

  • Overnight charging is the standard pattern for low-speed scooters — a full charge takes roughly seven to twelve hours for lead-acid variants and four to five hours for lithium-ion variants, per Zelio’s specifications. Overnight charging indoors, away from rain exposure, is the right approach through the monsoon.
  • The charging socket on the wall should be on a circuit protected by an ELCB (Earth Leakage Circuit Breaker) or RCD. If your home’s parking circuit does not have one, have a licensed electrician add it before the rains. This is not specific to EVs — it applies to any electrical point in a damp location.
  • Do not charge if you have just ridden through flooded water and the undercarriage of the scooter is still wet. Allow it to dry for at least thirty minutes in a ventilated spot before connecting the charger.
  • Use only the charger supplied with the scooter or a replacement sourced from an authorised Zelio service centre. Third-party chargers with incorrect voltage output are a fire risk, and this risk increases with humidity.
  • The running cost of a full charge — at roughly two units of electricity, and at the approximate all-in rate of Rs 5 per unit under the JERC tariff for Chandigarh domestic consumers (or the comparable PSPCL rate in Mohali) — works out to around Rs 10 per full charge, or about Rs 0.17 per kilometre over a 60 km range. That calculation does not change in the monsoon, but a damaged charger or water-damaged controller will cost far more to repair than the cumulative savings from a season’s charging.

Battery care through monsoon months

Lead-acid batteries

Lead-acid and gel variants, which are the entry-level option across the low-speed Zelio range, are more sensitive to the combination of heat, humidity, and irregular charging that the monsoon encourages. Two habits protect them.

First, do not leave a lead-acid battery at a partial state of charge for extended periods. If you park the scooter for more than two or three days — say, during a holiday — charge it to full before parking, and disconnect the charger once complete. Many lead-acid batteries sold with low-speed scooters do not have a battery management system (BMS) sophisticated enough to prevent trickle-overcharge indefinitely.

Second, check the battery terminals for corrosion at the start of each month through the season. White or green deposits on the terminals increase resistance and reduce effective range. A small amount of petroleum jelly applied to clean terminals after removing any deposit slows corrosion.

Lithium-ion batteries

Lithium-ion variants — available on the Gracy i, X-Men+, Logix, and others in the Zelio low-speed range — are better suited to the Tricity’s riding pattern. They are lighter, charge in four to five hours, and have a longer cycle life. They are also less vulnerable to the deep-discharge risk that affects lead-acid in sporadic-use situations.

However, lithium cells do not like sitting at 100 per cent charge for long periods in high ambient temperatures. If your scooter sits unused for more than a week during the rains, charging to roughly 80 per cent rather than full is better for long-term cell health. Confirm this with your service centre, as it depends on whether the battery pack has an active BMS.

Storage if you are not riding through the monsoon

If you plan to park the scooter for the full monsoon period — which is uncommon for daily commuters but relevant for second-vehicle owners — store it in a dry indoor space. Elevate the scooter slightly if the parking floor floods even briefly. A centre-stand is standard on most models in this class; use it. Remove the battery if it is a removable pack, and store the battery indoors at room temperature, partially charged. Confirm whether your specific model has a removable pack with the dealer.


Insurance — a separate, honest point

Under the CMVR, low-speed scooters that meet the 250 W and 25 km/h criteria are not legally required to carry insurance. However, interpretations vary, and some readings of the Motor Vehicles Act hold that third-party cover is still required. On-ground enforcement differs between Chandigarh UT, Punjab (Mohali), and Haryana (Panchkula). The safest course is to confirm the current requirement with your local RTO and, regardless of the legal position, to consider voluntary third-party cover. In the monsoon, when the probability of a minor low-speed incident involving a pedestrian or another vehicle is higher, the argument for cover is practical, not only legal. Voluntary policies for this category are available from general insurers — ask your dealer or confirm with your insurer directly.


A summary checklist for Tricity monsoon riding

Before the season:

  • Check and replace worn rubber grommets and charging port covers
  • Confirm the charging socket circuit has ELCB or RCD protection
  • Check tyre pressure — under-inflated tyres increase skid risk on wet roads
  • Inspect brake drums and cables; replace worn pads

While riding:

  • Avoid flooded underpasses and low-lying stretches near the Ghaggar
  • Apply brakes gently after riding through water to dry the drums
  • Wear a close-fitting raincoat, not a poncho
  • Ride at lower speeds on wet surfaces — even below the 25 km/h ceiling

When charging:

  • Charge only in a dry, covered location
  • Use only the authorised charger
  • Ensure the charging port cap is seated when not charging
  • Do not charge immediately after riding through flooded water

Battery maintenance:

  • Keep lead-acid batteries fully charged before storage
  • Check terminals monthly for corrosion
  • For lithium packs stored more than a week: charge to around 80 per cent, not 100 per cent (confirm with service centre)
